MURRIETA: Plans for ice rink broached

Agreement between arena backers and property owner is first step

MURRIETA ---- Proponents for opening a rink for ice hockey and figure skating are hoping that their first step toward such a facility will lead to many more.

A local nonprofit group, the Inland Valley Sports and Arena Commission, announced last week it has signed an agreement with the owner of a 26-acre site on Los Alamos Road in Murrieta for the construction of a four-rink indoor sports arena.

The promoters envision a home to regional and national ice and in-line hockey programs as well as a location for events such as trade shows or high school proms.

The rink would cost about $6.5 million, said commission Chairwoman Margaret Jones. The commission has pledged to raise at least part of the funds needed through private partnerships and sponsorships and by securing nonprofit grants.

Though the agreement brings the organization's purpose of promoting alternative sports for area youth a step closer to reality, the proposal is still on thin ice. While city leaders have applauded the commission's efforts, they also cautioned that several requirements must be met for the city to approve the arena's construction.

"I have no objection to this group pursuing a location for this particular project, but we've got to ask the tough questions," Councilman Gary Thomasian said. "Since nothing formal has been proposed, at this point it's just a lot of speculation as to whether this is going to work or not."

The agreement ties the commission to project developer CD Murrieta LLC, which owns land at 40700 Los Alamos Road, near Monroe Avenue. The commission would take responsibility for constructing the arena on 5 acres of the 26-acre property, Jones said.

"We've been two years working with the city on this and we were not making any headway with the city, so we had to go another route," Jones said, adding that youths living in this area participate in as many as 25 traveling hockey teams. "We know that we've got a great venue here and we know we're going to have a lot of people jumping on board."

Other aspects of the project could include a hotel, restaurants and retail shops, commission president Bob Gibbons said in a press release announcing the agreement.

The commission, which consists of hockey enthusiasts, has been working to bring an ice arena to the area since the group formed in 2007. The commission Web site, www.ivsac.org, contends many Southwest County parents must drive their children to rinks as far as 80 miles away to play hockey.

Public members who attended a recent workshop also cited that such a facility would fill a void in the city's Parks and Recreation Master Plan, a document that acts as a blueprint for the city on what types of recreational venues should be built, where and when.

Among requests for a dog park, BMX bike park and more sports fields of every kind, Murrieta and Temecula residents voiced strong support for the construction of an ice arena for hockey and ice skating.

In mid-September, the city plans to host another workshop to review the feedback it received through the previous meeting, a telephone survey and roundtable discussions with organizers of sports leagues in the city.

Assistant City Manager Jim Holston said that, though the commission's venture is still in the preliminary stages, its success wouldn't deter the city from considering building a public ice arena.

"It's really not in competition with the city," Holston said. "It's not one or the other."

Lea Kolek, an administrative analyst with the city, said that, even as a conceptual plan, construction could be long off.

"More than likely, (with) that amount of money that they have to raise and how they would have to go through the formal process of the city, I can't see it being built within seven years," Kolek said. "And by then our parks and recreation master plan update would be due for another update."

oh brother wrote on Aug 26, 2008 4:28 AM:you gotta love murrieta. nothing will EVER be built on golden triangle north properties. the city will block every single proposal forever. ask the owners of cd murrieta how many potential suitors the city ran off. it is a shame. the bottom line is tax revenue. not recreation or quality of life for residents. sad.

They're all but offering to build this thing, and the city reps are going to sit on their thumbs and do nothing but contemplate the issues of getting it done. If it was a Super Target, it'd be half done by now. Another fine example of how all this city knows how to approve is retail - nothing concrete to better the city!

Prolonging and complicating projects is, unfortunately, how our city employees manufacture their own job security. But I disagree about the city being good at retail. They suck at that too. Retail tax revenues did not keep pace with all the mass housing construction, and we suffer financially.

I don't for one minute think the city is perfect, but at least give them a fair shake.

We have an enthusiastic group of people willing to address a community need that the City has never addressed and all you get are negative comments from the likes of Gary Thomasian and Co. If the City is going to simply throw as many obstacles as they can in front of this effort, they are right, it will be tough to build.

The arena's functionality is practical to various needs in the city, but who will be the main control of its contracts and usage? Approving it doesn't mean it will be best utilized by the community. There's so much competition for sports in Murrieta that it could lead to a whole new set of problems if managed incorrectly. Ideas are always great, it's the people in charge of ideas that can be troublesome.
Let alone, now isn't the best time to expect generous donations for a $6.5 million project... with the need of equipment and additional capital afterward. I don't see possible approval coming any sooner than this Winter, if things improve.

As the beach argument goes, get the plans for the road through the hills completed.

on a time frame for the project's development. The Inland Valley Sports and Arena Commission got frustrated enough with these people to seek out a private property site for this arena. Unfortunately, this City expects developers to pay the cost for all our public and park ammenities with builder fees. When the builder fees stop coming in, the parks plan goes on a "seven year plan". The project is much better off with the deal they've struck with private property owners. Give the Commission time to complete the entitlement and planning process in conjunction with the hotel development and we'll have something the community needs in spite of the "hem and haw" City fathers. The only thing the Rescue Murrieta contingent has rescued us from is people with vision and passion!

All they do is dredge on, through the crap thrown at them, they are trying to bring something our Valley can be proud of. The whole premise of this project is the give a "Gem" to the valley, and allow our youth to enjoy the same benefits that others have. If you want to commute out of here for entertainment, be my guest. IVSAC is about working for the community, not against it. At least they have vision, and are doing whatever they can to bring it to fruition, without the aid of the nay-sayers. Stay negative, please. It drives them forward, and gives them the momentum to prove we as a community deserve something nice for everyone. What, we need more furniture stores and Club stores? Keep up the momentum IVSAC, there is more people behind this and more are coming on board.

Pump it Up, Sky Hi, Bounce U and Pole Position are all in Murrieta. I would love an ice rink so my kids so they can learn ice skating because Temecula is too involved with their wineries and gambling to care anything about kids.

You bring travel teams into the city they will stay at OUR hotels and bring in revenue for the city with the room tax. Wake up voters and start electing real council members that are interested in this city and its kids. You will not get from our current council the majority of them dont have any school aged kids. That will probably be an option as well for the general public, aside from the Hockey (ice and roller) leagues that will benefit. With the 100,000 plus people in the area, including the people from L.E., Wildomar, Sun City, Hemet, Temecula, Canyon Lake, etc. this would be a great place for kids parties as well. This area needs more family friendly place. This is actually an activity that children and adults will get excercise from! Oh, and Temecula was going to build a water park, probably with a wave pool but thats getting squashed too. Can't do much about the Ocean mom. What an ignorant comment. Just like I can't move mountains when we want to ski! Let's give our own communities revenue!

Public skating, with your kids, High school Proms, Graduations, car shows, teen events, the list goes on. This is exactly what this Valley needs, a place for EVERYONE ( even the negative minded people, who will enjoy it when it's completed) and these people should be commended for trying to better our community and give the youth and parent's a different alternative. The people of the commission are trying to improve the community, not destroy it.

Since you know all the facts about the area not able to support something like this, please enlighten us all. Go ahead, I for one would like to see those facts. Second, you seem know a lot about hockey, must just be a closet fan. This was a article about a letter being signed between 2 parties, who share a vision and want to progress forward to get something this unique built. If you don't want to support it fine, don't enjoy it's benefits when it's completed. Trying to bring the city into an agreement like this was noble, but they have no desire to develop something that would be a benefit to the community. So I see that you must be on the city's side. Good for you, that's why I think this will succeed, because the more negative minded people that voice their opinion, the more the positve people come out and lend the support of such a wonderful and unique thing such as this. Tell Ontario that they can't support a facility like this, oh wait, it's already built.
